Add fix NONBE_FIX_943_PORT_1208_DFT_STEREO_PLC_BURST to address issue 943

Long burst errors, more than 204 frames, will cause the sample offset counter time_offs in DFT Stereo residual PLC. A corresponding fix is in !689 (merged) for the float reference and in ivas-codec-pc/ivas-codec!1830 (merged) for the float repo.
