Reason why this change is needed

This matches the algorithm change in BASOP

Description of the change

Adds a tighter gain clamp for decorrelated diffuse signal, when prototype energy is low. This avoids overtly amplifying low energy signals which are problematic on BASOP side.

Affected operating points

Renderer and decoder non-BE
Main effect is in MASA/OMASA to MONO/FOA/HOA but due to processing paths involved, this could also affect SBA and McMASA.
