[NONBE] Correction of MASA energy ratios at 384kpbs

vasilache requested to merge 982-masa-energy-ratio-decoding-differences into main

Closes #982 (closed) It is composed of two parts:

  • one is a missing fix similar to #953 (closed)
  • it correctly copies the energy ratios for the second direction on the correct number of subbands.

It is non BE for 384kbps MASA in EXT mode for 1 direction input data and for all output modes for 2 directions input data.
